Is “Repentance” a necessary pre-condition to “Baptism” and receiving the Holy Ghost?
Can someone receive the Holy Ghost before receiving repentance and baptism?
Was Cornelius an exception to the rule – in relation to the revelation to Peter and salvation to the Gentiles?
I believe Apostle Peter when he gave in order repentance and then baptism
Acts 2:38
“Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and you shall receive the gift of the Holy Spirit.”
Examples of this order appear to start even in Peter’s example of “Repentance” in Matt. 26:75
“Then Peter remembered the word Jesus had spoken: “Before the rooster crows, you will disown me three times.” And he went outside and wept bitterly.”
Later in the book of John..
Jesus in restoring Peter to Himself removes any trace of self-righteousness within him. We will see how that the Lord has to reveal to each disciple His sinfulness before he is ready to be effectively used and sent out by Christ
One other question I have is, is Cornelius’ receiving salvation and the Holy Ghost an exception to the rule or is Cornelius an instance of God’s will for whom He choses (Rom. 9)?
It would seem also that in terms of 1 Peter 3:21 that repentance and baptism were one in the same and could not be independent of each other
“The like figure unto which {whereunto} even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God), by the resurrection of Jesus Christ”

@ Linda .. I do not accept JW points of view. Nor do I accept any groups view when they do not accept the FULL DIETY of Jesus Christ
Because Peter clearly states what “Baptism” truly is in 1 Peter 3:21
And I agree with @Messenger of God
I believe people may not understand what baptism truly is. 1 Peter 3:21 clearly speaks of what it is
